The federal regulator estimated it would prevent between forty and fifty six percent of untripped rollover crashes, meaning those not caused by striking an obstacle or leaving the road, and fourteen percent of loss of control crashes. The compliance test tells you what scenario the rule was written for. It is a J turn manoeuvre on a curved course replicating a curved highway off ramp. New tractors from August 2017
The final rule was published in June 2015 and took effect that August, applying to new typical three axle truck tractors manufactured on or after 1 August 2017. Whether a particular vehicle was covered turns on its configuration, weight rating and date of manufacture.
Cargo securement
Federal rules require cargo to be contained, immobilised or secured so that it does not shift or fall. A load that moved during a turn is a securement question, and responsibility for loading may sit with a shipper or facility as well as the carrier.
